I am no authority but EN8 seems to be less than 4140 and I would not really like to make those AR parts from 4140. I think they are made from a maraging steel which has much better physical characteristics.
In my limited experience of altering sizing dies, they are not hardened. If you are looking for no contact at the neck, run an appropriately sized drill through the neck with your lathe and be done with it.
I would not consider these to be collectables unless your collecting theme is repros, but the receivers were well tested and at least as good as government ones. They should be measured by their performance.
