Interesting about the springs. It just has pins to keep the vanes the correct distance apart.
I rigged it up on a lathe and it primes and works well at surprisingly slow speeds.

My main query is about the coolant pump, and how fast these are supposed to run. It would be driven directly from the machines countershaft.

Overall is 10ft with and a centre height of 10" to give an idea of size.

I got my pulleys from here. You can cast your own using alluminium, which is something I want to do, and eventually with iron. But again you need a big lathe to machine them on.
For belts I use Whitaker transmissions, they were very helpful.

I will go for the tight/ loose for the drill, I think a clutch would be best for the grinder as there is no room for a loose pulley on it. As for the hammer, that idles with almost no motion anyway.
