An Unusual "Safe Face" File

I saw this on a YouTube short. I've never seen a file with what appears to be a "safe" portion on the face of a file. Is there a name for this?

I see what looks to be a safe-edge (left, though I'm not sure about that) file with beveled edges, the face appears to be normal single cut with heavy wear on both sides of the top surface and less wear in the center. The picture isn't very good. A safe edge has no teeth.
 
Clickspring did a short thing on this and why he does it.
If anyone hasn't seen his work... you're missing out on some amazing intricate work.
This is one of his best builds that I've seen.
