Yes, I would use a mag base with indicator. If someone has already beaten on it you are not going to get anymore out of it.
Sounds to me you need to replace the bearings (not cheap). If you take it apart I must tell you there is a set screw with a dog point that secures the spindle cartridge...
Your poor surface finish is caused from the spindle bearings. 10EE's have a pair of class 7 angular contact bearings that are preloaded by the difference in thickness of the spacers on the ID and OD that tightened by a separate bearing nut inside the headstock, and there is radial support...

One thing that I think I see, is that a taper pin off to the side of centerline? Across from the counterbore.
You might be able to access it from underneath.
