10ee teardown

I have a monarch 10ee square dial i want to take apart and get the ways reground. I am having trouble with removing this skirt. The two allen bolts on top have been removed. I tried sliding it back but something is preventing it from moving. Help

Isn't there a bolt coming in from the right top that needs to be removed?

Also the shaft that engages the tumbler needs to be removed (along with the bushing/stop assembly).
