1999 VF2 SPINDLE RPM ISSUES

This machine has me stumped.
Problem: At first glance the spindle makes noise and doesn't run at the proper commanded RPM.

Current Conditions
High Gear: (Loud)
Commanded Spindle Speed: 100 RPM
Actual Spindle Speed: 333 RPM
Spindle Load: 0%

Low Gear (Loud)
Commanded Spindle Speed: 100 RPM
Actual Spindle Speed: 33 RPM
Spindle Load: 200%

Anybody ever see a problem like this? The vector drive has been replaced recently along with the WYE and Delta contacts. I've messed with the encoder belt too just in case, but to no avail.
 
Does the spindle orient correct? I had a similar problem and it was the voltage sensor in the vector drive. Was it a new or rebuilt vector drive?
 
This was a replacement unit. When I command the machine to do a tool change, the spindle rotates back and forth very quickly. Did you have the same issue?
 
Yes it did, tool change was hit and miss because it wouldn't always orient correct. I sent it out for a rebuild and they told me the voltage sensor was bad and that's what was causing the problem.
