Aciera F2 counterbalance spring

My Aciera F2 has a pair of giant clock springs hidden in the base that are supposed to counterbalance the weight of the "knee" and table via a cable over a pulley. However, even when they're cranked to their tightest, they don't seem to do the job very well. I'm wondering if one of the springs is broken. I can't see down in the base to inspect. Does anyone know whether this system ever worked or was a bad design from the day the machine was conceived. I have toyed with the idea of changing to a system of counterweights hidden in machine's base. Unlike a spring, the force wouldn't change with knee position. Does an Aciera F1 or F3, Schaublin Type 13, or Deckel FP1 use a similar system?
