Cincinnati 2 0M regulating wheel?

[Defective]

Been trying to change the regulating wheel on the centreless grinder, and it doesn't seem to want to budge at all, I've removed the 8 screw and the flange, but still the wheel doesn't move. Is there a process to remove it?
