I believe those are for cutting API Ring Grooves on high pressure bolt on flanges and such, for well head equipment.

Matt,

Some of the wellhead equipment I've seen over the years is so big that there is no way you can swing it in a lathe, even on a VLT, to cut those grooves. Most done on HBM's and such. I'm guessing they started cutting them with endmills like these in recent years.
 
what's left:
couple of the 1" odd balls/ API ring groove cutters
>5mm metric solid (including that beautiful 16mm!) and all metric through coolant
SAE through coolant
