How to remove random rust from steel parts

I let my heat treater take his time in returning a lot of steel(1018)parts.
By the time he returned them they had random rust patches that partially wiped off.
The rust is mostly on the surface but has slightly discolored the steel.

What batch process will remove the rust? The next step was to be Black Oxide. Will the black oxide clean them.

I have 200 pounds of parts

Size is 1/2 inch x 2 inch.

Try some white vinegar in a tub with a couple of parts overnight.

Rinse with hot water, then cold.

Worked wonders with a bunch of reloading dies I salvaged from my dads basement.

Cheap, easy, and worth a try.

The next step was to be Black Oxide. Will the black oxide clean them.

Have a 5 gal bucket of Ulta Blak 400. Even though the expiration date has expired, still works.
Slippery on skin and burns, reminds me about Napalm...

try if the pickling step used will clean it. probably not. too weak.
