Okuma LB15iiMW OSP7000 Frozen All lights on control

I have a new to me Okuma LB15IIMW. I turn the control on and it seems to start just fine but all the lights for every button stays on. I can cycle through Auto, MDI, Manual, Zero Set, Tool data, and Mac pages. I can input code into the MDI. Hit cycle start, But nothing happens. The Parameter and Edit Aux. buttons will not do anything. Its like its frozen in startup. It doesn't show any Alarms. Not sure what's going on. Anyone have any ideas? Thanks!!
