Even if the cutters have a bore larger than your largest arbor, for light duty work, you can sometimes get away with making some step or shoulder bushings to fit the larger bore and a couple of larger arbor spacers to help give more grip to drive them if you aren't equipped to cut a keyway in the bushing or don't want to use a key to drive them. Without a key they will slip in the event of a crash or too heavy a cut.
