I would guess, as most HE is Haas Europe and looks like they were only over seas. probably had a regulation to import them and that was the designation they used.

HE as mentioned above sounds like something European over here in the states you'd see an older VF such as a VF3B just means it has a gearbox, another would be VF3D can't remember back then if it was necessarily a direct drive or belt driven. Its Haas they don't get too fancy with their nomenclature.
