If you already have a neutral in the outlet box then just splitting the 230 V to 115 V would easily be the easier and less expensive choice. A control transformer needs to be mounted in/on something for safety so that can be an extra expense.



Perhaps a better solution would be a 2:1 transformer. Control transformers are cheap.

If you want to pull a 4th wire out to your machine then sure, you can go from L1 or L2 to neutral to get 120VAC. Just don't do it from L1 or L2 to ground because this is a big safety no-no. Let's imagine the ground somehow goes open circuit while you are touching the machine standing on the ground. Now YOU are the current path!
