HLV-H Inch/Metric Change Gear Bracket

This has been mentioned here a few times over the years with some varying answers. What is the purpose of the inch/metric combination change gear bracket?
We know that the inch bracket adapts for the various TPI listed in the manual, and it would seem the metric one allows the 127T gear to be added and then configure for the metric pitches in the manual.
So...is the inch/metric bracket a combination of the two? Or was it designed for the HLV-H-EM (to the exclusion of fitting on an HLV-H)?

The metric gear box kit comes with some standard gears for common threads like 1mm, 1.5mm etc.
The kit comes with two brackets. They look like the same part.
