I'm trying to repair a hand planer. It would turn on then start smoking. I cleaned it out and made sure everything moved. Turned it on a second time and it rotated about twice then stopped and ... started smoking. I have taken it apart as best I can and determined that something is not allowing the small side of the belt drive to rotate. When I spin the, (sorry I have no idea about most of this) green fan-like thing it feels rough and is hard to turn. I cannot take this part apart and don't want to cause irreparable damage. I did try a three-legged pulley puller but that was a disaster. Any idea? It's a really nice machine and I would like to get it working.

Sounds like the armature bearing is bad. Looks like an allen hex in the end of the armature shaft? If so remove that screw and pull off the pulley. Other wise the shaft and pulley have to go through the bearing.
It is possible it is a sleeve bearing and oiling it may help.

I did the same job on a similar Bosch planer. There´s no cotter involved so you´ll have to heat up the pulley. That´s what I did in my planer, it worked, it´s still working after several years. You´ll have to pull out the ball bearing in the motor rotor; since you are at it change both bearings.
