Monarch series 60 headstock oil leak into gearbox?

Is it possible for headstock oil to leak into the quick change gearbox on a monarch 60/61 lathe? I have a 1953 16x78 lathe and when I fill the headstock to the correct level it slowly leaks down and the gearbox sight glass goes up at about the same rate. I thought these were two separate compartments- is this a common problem?

Looks to me like the culprit is the leadscrew reverse shaft- when oil is up to the correct level it weeps out around the shaft and also the two gear selector shafts.

My 1950 model 60 does the same thing.

There is rope packing and an adjusting collar behind each of the gear selector arms. Might try tightening those up some.
