Need identification of this jewelers lathe accessory.

Hello:
I need help identifying this accessory that I believe is for a watchmakers or jewelers lathe. It belonged to my dad who is no longer with us. I would like to sell it but have no idea what it is.

Not a clue, never seen one before! It looks like the swing piece can have some rotating tool installed that can be brought up to the arm with the adjusting screws. Might be for cutting gear teeth or similar, but I could be wildly wrong!
 
I'm pretty sure that this is a jewelling tailstock, used to bore holes for watch jewels. But it should have a spindle that fits in the centre and there may be other missing pieces.
